The Maine State Law Enforcement Association (“MSLEA”) is a non-profit corporation organized and existing under laws of the State of Maine. The MSLEA was created by members of the eleven (11) agency group components of the Law Enforcement Bargaining Unit (“LEBU”) recognized by the State of Maine.

 

The MSLEA was founded and exists to:

 1.  Act as the collective bargaining agent for the LEBU.

 2.  To protect and preserve the collective bargaining rights, job related civil liberties and labor destiny of Association membership. To ensure fair and equitable treatment of the MSLEA membership in matters arising from administrative investigations, employment related disciplinary actions or the use of deadly force compliance investigations. To provide legal counsel and other assistance to members in grievances, administrative investigations, use of deadly force investigations and other labor related matters.

 3.  To encourage and maintain a fraternal relationship between the MSLEA and all other law enforcement entities.  To preserve the faith of the citizens of Maine and those of the United States in the execution of the professional law enforcement mission by MSLEA membership.

 4.  To protect and preserve the Constitution of the United States, the Maine State Constitution and the Rule of Law committing the MSLEA membership to a course of conduct commensurate with the Code of Ethics for modern law enforcement officers.

The following State of Maine departments, divisions and agency groups are the initial “Member Groups” of the MSLEA:

     1.  Detectives of the Attorney General.
     2.  Investigators of the Secretary of State Bureau of Motor Vehicles.
     3.  Correctional Investigators of the Department of Corrections.
     4.  Investigators of the Department of Public Safety State Fire Marshall.
     5.  Forest Rangers of the Department of Agriculture, Conservation and Forestry.
     6.  Game Wardens of the Department of Inland Fish and Wildlife.
     7.  Marine Patrol Officers of the Department of Marine Resources.
     8.  Probation Officers of the Department of Corrections.
     9.  Juvenile Community Corrections Officers of the Department of Corrections.
     10. Capital Police Officers of the Department of Public Safety.
     11. Military Security Police

This includes: Any sworn State Law Enforcement Officer employed by the above that holds a rank below that of a formal supervisor (any position not covered by the LEBU Contract). A law enforcement officer shall no longer be a member upon his or her resignation, final termination or retirement from a member group, or in the event that such a law enforcement officer is promoted to the rank of formal supervisor or other position not covered by the LEBU Contract. Military activation or temporary assignment of a member serving within a National Guard or Reserve Unit does not impact their membership.  Application for membership subsequent to the first open membership enrollment as addressed in the LEBU Contract shall occur during open enrollment period for the month of April.
